The Civil Rights Act of 1964 was different from earlier attempts to establish equality in the United States because:

It was successful in ending segregation based on race in America

The Civil Rights Movement, was a series of campaigns which was led by several African American leaders as a protest against the segregation which blacks faced at the hands of whites.

As a result of this, we can see that contrary to earlier attempts, the Civil RIghts Act of 1964 actually ended segregation effectively from all public and private places and also made employment based on race or color illegal and this was more effective than earlier attempts.
